Permit ignorevocabulary in configure-generators

Generation now works (kind of) with foreign keys to ignored vocabulary tables. Some care is still necessary, but maybe we could add ignoredvocabulary as a table type (meaning that ignore: true and vocabulary: true are both set on the same table.
