GitHub returns 403 on tag creation when the target commit's workflow tree matches no branch tip, unless the token has workflows write. Add it next to contents write, and pin the exact permission set in the release tag test. Refs RIG-5434 Co-authored-by: Matt Wilkinson <matt@rigel.build>

Matt ruled option A on RIG-5434. GitHub returns 403 on tag creation when the target commit's workflow tree matches no branch tip, unless the token has
workflows: write. The nix2container mint (RIG-5346) needs this. Same change as RigelBuild/woodpecker#100 and RigelBuild/jj-vine#38.What
