Adds .github/workflows/rigel-ci.yml with a job literally named CI so the upcoming ["CI"] branch-protection ruleset has a check-run to pin. The job runs the fork's real node gate (npm ci + npm run build), mirroring upstream's existing nodejs.yml build path, which is green on main. Tests (npm test) are omitted because they fail on main upstream (missing @types/jest) and upstream's own CI never runs them. Actions are SHA-pinned.

The upstream `build` workflow (nodejs.yml) fails at the
green-coding-berlin/eco-ci-energy-estimation@v1 step (dead action ref,
exit 127) and its real work (npm ci + npm build) is already covered by
the rigel-ci.yml CI producer. No monorepo consumer reads its output.
Disable via the .disabled rename so the fork's main is green.
