Resolves
Should resolve an error in Lerna that is preventing conventional commits from processing correctly. See lerna/lerna#4415
Proposed Changes
Downgrade conventional commits to 9.3.1 per the workaround in the Lerna ticket here: lerna/lerna#4414
Reason for Changes
We're seeing the error mentioned in the above ticket when we attempt to publish. See this workflow run: https://github.com/RaspberryPiFoundation/blockly/actions/runs/34502921200/job/102959650296
We will revert these changes and upgrade to the latest lerna version once they release their fix.
