fix(console): close out six-page acceptance residuals - #994

- Health grid: a stored day withheld after a binding rotation (409) now reads as "binding rotated" instead of a generic read failure, with a per-cell explanation and a page note that retained records are never mixed with the current binding. - To-dos: the partial-source notice stays visible and each degraded source states its own consequence (stale, unavailable, read failed) instead of hiding source names behind a disclosure. - Strategies: show how many accounts lack execution evidence and explain that unknown clears itself once explicit configuration is supplied. - Health/Overview: on a non-trading weekend with no scheduled runs, absent records read as a non-trading day rather than degraded coverage; any stale, partial or unreadable account keeps the normal degraded state. - Weekend helper covered by status unit assertions.
