ci(console): add read-only release transport diagnostic - #743

The frontend release stopped at pre_upload_latest after an HTTP 200 with no upload or activation. Record content type, encoding, length, streamed bytes, items count and first-version identity for the same three GETs the release reads, plus a default-encoding comparison.
