The ordinary QRS digest is scheduled for 22:00 UTC, before the IBKR, Schwab, LongBridge, and Firstrade report monitors upload their candidates at 22:20 UTC. That ordering can produce a delivered report without the same business day's platform rows.
Move only the ordinary digest send slot to 23:10 UTC (07:10 Asia/Shanghai). Keep the 22:00 UTC business-day cutoff, the 23:00 UTC unified-mode slot, resend guard, and maintenance read check unchanged. Update the workflow template, operator docs, and selector tests. This gives producer jobs time to upload; candidate membership and actual delivery still require independent evidence because GitHub scheduling can be delayed.
Validation: 73 targeted tests passed; independent non-author review passed 101 related tests and the final incremental review; actionlint, runtime target validation, and git diff --check passed. The full local suite ran 870 tests with 11 failures in the unchanged dependency checkout script because this Mac's Bash lacks mapfile (10 skipped); notification tests passed.
