Implemented and self-checked with OpenAI Codex. The owner accepts the CodeRabbit reviewer App as R2 for this PR. CodeRabbit completed a full review of head 3433f22515277be0b0b580a466ae772f1853a761 with no actionable comments, and both original review threads are resolved. Evidence: current-head review summary, full-review completion, and the successful current-head CodeRabbit check.
What changed
Add a default-off render_and_compare_only input to the manual deploy workflow. It reuses the ordinary renderer and GitHub Environment, makes only Cloudflare GET requests, reports value-redacted per-item results, and removes the private rendered file. Publishing, secret/profile synchronization, receiver checks, historical release modes, and other jobs are excluded.
Compare settings, variables, active-version bindings, KV and Durable Object identities, migrations, schedules, subdomain, routes, domains, and secret name/type inventory. Missing, unsupported, or changing observations fail closed. Declared usage_model and limits require active-version evidence. Omitted preview URLs follow pinned Wrangler preservation behavior. The README documents the explicit token/account requirements; synthetic binding tests verify their intended checks independently of inventory equality. No production configuration or secret changes are included.
How verified
The new runtime regression failed for both missing-field cases before the fix; all 13 focused synthetic Python comparison/workflow tests pass after it.
Complete Node deployment safety validation, display/config/runtime validation, changed-workflow actionlint, documentation checks, whitespace checks, and staged Gitleaks pass. Documentation has one existing nonblocking README advisory.
Local Python discovery ran 1,042 tests with 11 failures caused by macOS system Bash lacking mapfile and 10 skipped tests. Current-head Linux Python CI passes, as do JavaScript, actionlint, complete-bundle validation, producer contracts, documentation, Gitleaks, and commit conventions. The release job is skipped. Owner approval is handled by the unchanged risk-gate workflow.
No dry-run, live configuration comparison, workflow dispatch, or deployment was run. This PR is a code-only integration; production behavior remains unverified.

Walkthrough
The workflow adds a default-off render-only mode that validates inputs, prepares Wrangler configuration, and compares it with live Cloudflare configuration using GET requests. The comparison reports mismatches and unreadable items without retrieving secret values. Render-only mode skips deployment and synchronization paths.
Changes: Console render-and-compare
Layer / File(s)
Summary
Read and snapshot live configuration scripts/console_config_compare.py, python/tests/test_console_config_compare.py
Authenticated GET requests read deployment and resource inventories. The script rejects unsupported or incomplete responses and takes two snapshots. Tests cover request handling and incomplete inventories.
Compare configuration and report results scripts/console_config_compare.py, python/tests/test_console_config_compare.py
The script compares bindings, settings, secret inventory, migrations, runtime exports, subdomain, schedules, routes, and domains. It emits sanitized JSON and succeeds only when every row matches. Tests cover matches, mismatches, redaction, and error handling.
Validate and run render-only comparison .github/workflows/deploy-strategy-switch-console.yml, python/tests/test_console_config_compare.py, web/strategy-switch-console/README.md
The workflow validates inputs and revision, prepares rendered configuration, runs the comparison, and removes wrangler.toml. It skips build and related configuration steps. Tests check input validation and job gates. The README describes the mode and its limits.
Gate deployment and synchronization .github/workflows/deploy-strategy-switch-console.yml, tests/console_deploy_safety_validation.mjs
Render-only conditions skip frontend publish and bundle steps, deployment, rollback, release and preflight jobs, and listed synchronization paths. Safety tests check the workflow gates.

Please review the current head b27c9d61ee3fbac6380a212693399756ab3020e4, focusing on whether render-only execution can reach any remote write, whether comparisons can falsely report equality for missing/unsupported live fields, and whether any error or diff can expose private values. Report actionable findings with file locations and bind the result to the reviewed commit. This requests an actual independent review; it does not assert R2 approval or authorize deployment.
version_bindings is a deep copy of settings.bindings. The current tests mutate only settings.bindings, so bindings.active_version always becomes the failing row. assertBlocked() can pass without exercising the intended binding checks.
Apply each mutation to both lists and require a non-bindings.active_version result. The FEATURE secret case should mutate the existing binding instead of appending a duplicate, so it tests the secret collision separately from duplicate detection.

Update the binding mutation tests around `assertBlocked()` so each mutation
applies to both `settings.bindings` and `version_bindings`, and verify that a
non-`bindings.active_version` row is blocked. For the `FEATURE` secret case,
mutate the existing binding’s type rather than appending a duplicate, keeping
the secret-collision check separate from duplicate detection.

Please perform a full review of current head 3433f22515277be0b0b580a466ae772f1853a761. This normal follow-up commit fixes the two findings from your review of b27c9d6 and the binding-test coverage nit: declared usage_model/limits now require active-version evidence, comparison credential requirements are explicit, and binding mutations affect both inventories while asserting a separate binding check fails. The new synthetic runtime regression failed for both missing fields before the fix and all 13 focused tests pass afterward. Please verify the fixes, report any remaining actionable findings, and bind the full-review result to this head. No dry-run or deployment is authorized.
