The reviewed PAPER inventory repair is isolated at a5d8e9a. The existing main-only image deployment path only admits older reviewed PAPER producers, so the repaired image cannot be staged through it.
Admit that single source through the existing PAPER probe-financing, zero-traffic path. Preserve the old candidates and all identity, UES, runtime configuration, empty-input and readback checks; HK/SG and arbitrary commits remain rejected. No new image mode or production configuration is added.
Validation: 120 admission tests, 89 shell image-only cases plus lifecycle/auth-isolation/archive checks, Ruff, actionlint and diff checks passed. This PR only enables staging of the reviewed source; it does not assert production adoption or live data recovery.
