Summary
Synchronize the English and Chinese runtime READMEs and keep the public notification description focused on behavior. Documentation only.
Why
The Chinese README lacks the current account-risk, read-only diagnostic and notification descriptions. The English notification section also contains internal merge, test and acceptance history.
