When a report is rejected for its runtime revision, the read-only diagnostic now reports eight independent structural and scope checks for the same account snapshot. This exposes malformed or unavailable account facts without replacing the protected revision expectation, changing the publisher, adding cloud reads, or changing the original exit gate.
The output contains only fixed verified/invalid/unknown states. A verified stage does not establish account ownership, financial accuracy, independent release approval, or loaded process identity. Dependent stages remain unknown when provenance, scope, account identity, or observation interval cannot be validated.
Validation: 154 focused cases (92 preserved and 62 new); full suite 1,737 passed with 5 existing skips; frozen sync, Ruff, pin/lock/startup checks, all-workflow actionlint with ShellCheck, and an inert import probe. Independent review found no actionable findings and verified the original test prefix, publisher, workflow, main gate, and non-owned files unchanged. Final PR CI and a post-merge authorized main read-only diagnostic will be recorded in QuantRuntimeSettings #632/#634.
