Protected report identity failures currently require workflows that can publish lifecycle or notification events. Add a main-only manual diagnostic for the four existing slots that validates protected settings before authentication and only reads the latest GCS report plus Cloud Run service metadata.
Public diagnostics contain fixed reasons, field names, freshness status and nullable equality booleans. Private account, target, revision and service values stay out of logs. The existing projection guard remains authoritative; metadata equality does not approve a deployment or establish recovery.
Validation: 211 focused tests (62 new cases), 1,481 full-suite passes with 5 existing skips; Ruff, frozen lock/pin/startup checks, actionlint with ShellCheck, and independent privacy review passed. No real cloud read or notification has been performed for this PR.
