Log account-facts-sync reason codes for post-auth 503 - #392

Surface collect/build/publish reason= and client exc_type in Cloud Run logs, map FirstradePlatformError to readonly_client_unavailable, and widen AFS debug/invoke log filters so the next scheduler invoke shows why the post-auth 503 happened.

Auth for
/account-facts-syncis past 401 (scheduler Authorization from SM + OIDC). Latest invoke returned HTTP 503 / scheduler status 14 with response size matchingaccount_facts_unavailable, but access logs have no reason body.This PR:
