Keep workflow-wide strategy serialization and the protected standalone manual reader unchanged. Native account facts remain a separate maintenance-only capability; the automatic data path is not complete.

Use metadata-only public outputs, retain explicit unknown cash flow, and remove full-report artifact/Git publication. Preserve private report persistence, recorder behavior, Runtime locking and protected reader gates.
Replace the removed artifact-upload marker with the retained cleanup boundary. Require unique adjacent markers and reject cross-step or duplicated secret references.
