jpegio moves to micropython-pydevices' modules/jpegio - #50

The JPEG decoder leaves displayif for micropython-pydevices (the media modules roadmap's Phase 1): src/jpegio and tests/jpegio go, the root micropython.cmake/.mk no longer include it, and clean-build.yml loses its jpegio steps and the unix-lvgl-jpegio job (they run there now). The qstr checker's CORE_POOL is empty without jpegio's __init__. The README, AGENTS.md and docs say where it went. displayif's CircuitPython patch is unchanged: it uses CircuitPython's own jpegio entries only as insertion anchors.

Phase 1 of the media modules roadmap (anchor docs/media-modules-roadmap.md): the JPEG decoder leaves displayif for micropython-pydevices'
modules/jpegio, behaviour unchanged.src/jpegio,tests/jpegioand their CI steps go (they run in micropython-pydevices now); the docs say where it went. The CircuitPython patch is unchanged: it only uses CircuitPython's own jpegio entries as insertion anchors.
