What and why

Implements Vermont Aid to the Aged, Blind or Disabled optional supplement for researched 2026 coverage, with state-specific eligibility, payment rules, and integration into benefit totals and SNAP/HUD income.

Models federally administered supplements and Essential Person grants. Essential Person care, nonspouse budgets and state-only resource eligibility require certified inputs. Mandatory grandfathered payments are excluded.

Parameter backfilling does not establish verified historical coverage.

Related: #8346; historical backdating remains separate.

Test plan

  • 42 source-based YAML cases passed on this separate state branch.
  • Synthetic national simulation: 153 households, 204 people, all 50 states and DC; finite nonnegative benefit and income aggregates.
  • make format, reference/registry checks, and git diff --check.
  • State changelog fragment.

…ima and tests

- Count the AABD payment, including the Essential Person grant, as HUD income; drop the HUD helper and shared metadata edit
- Derive Essential Person maxima from the SSI and AABD rates plus one increment parameter
- Name the unmodeled limited-nursing Level III arrangement; clarify the Level III label and POMS citation
- Essential Person gates: receives_ssi auto-pass, no unsourced immigration gate, take-up period, eligible-member couple count
- Spouse flag defaults from the marital unit; drop the application-month proration input
- Registry placement and comments, SNAP reference title, programs.yaml note, page anchors
- Realistic state-only cases; exercise the living-arrangement mapping and HUD counting
