UK travel by region and area type, cars by keepership and fuel type, and the devolved travel surveys (PolicyEngine/microcosm#1278) #362
Description
Summary
Microcosm prices bus fares from NTS trip rates and draws road fuel and zero-emission cars in its LCFS stage. Five of the
items left on PolicyEngine/microcosm#1278 need published tables the feed does not carry:
- region-specific bus boardings factors: item 6 of UK local energy, area classification and Welsh bus facts: DESNZ Northern Ireland and sub-local consumption, rural-urban lookups, BUS04 country rows (PolicyEngine/microcosm#1207) #356, which closed without it;
- area-conditioned bus draws;
- the household fuel mix and the business share of car fuel;
- the zero-emission share of privately kept cars;
- bus trip rates for Scotland and Northern Ireland.
The private-rent work (PolicyEngine/microcosm#1262) needs one more pair of rent lists (item 7).
Chronicle owns the preserved artifacts, source cells and emitted facts. Microcosm keeps every decision about which rows
become targets or parameters, and any arithmetic on the facts.
1. DfT NTS0318: trips and stages by mode and region of residence (England)
What the feed has. NTS bus trip rates for England as a whole only:
dft.bus_in_london_trips_per_personanddft.other_local_bus_trips_per_person, from NTS0303a (by survey year);- the same concepts from NTS0601a (by age band) and NTS0705a (by household income quintile).
So Microcosm prices every English region's other local bus trips at one England-outside-London boardings-per-trip factor.
Requested. NTS0318, "Average number of trips, stages, miles and time spent travelling by mode and region of residence:
England, 2002 onwards", from the NTS99 page (https://www.gov.uk/government/statistical-data-sets/nts99-travel-by-region-and-area-type-of-residence,
updated 10 September 2026):
- Sheets: trips per person per year by main mode (NTS0318a) and stages per person per year by mode (NTS0318b);
- Areas: the nine English regions, England excluding London, and England;
- Modes: the bus modes at least (bus in London, other local bus, non-local bus); all modes if they come at no cost;
- Years: survey years 2023 to 2025 at least.
Semantics to carry. Per person per year, by region of residence. Trips by main mode and stages by mode are different
measures, so keep them as separate concepts.
Consumer. Region-specific boardings-per-trip factors in Microcosm's bus stage: published BUS01a journeys over NTS trips
per resident times population, per region.
2. DfT NTS0319: the same by rural-urban classification of residence (England)
Requested. NTS0319, "Average number of trips, stages, miles and time spent travelling by mode and rural-urban
classification of residence: England, 2002 onwards", from the same NTS99 page. The sheets, modes and years are as in item 1,
for each rural-urban class the table publishes.
Semantics to carry. The classification and its vintage, exactly as the table names them.
Consumer. The NTS bus draw conditioned on the assigned area's rural-urban class, after PolicyEngine/microcosm#931
item (b). The rural-urban lookups that #359 registered map areas to classes.
3. DfT NTS0901: annual mileage of cars by ownership, fuel type and trip purpose (England)
Requested. NTS0901, "Annual mileage of cars by ownership, fuel type and trip purpose: England, 2002 onwards", from the
NTS04 page (https://www.gov.uk/government/statistical-data-sets/nts04-purpose-of-trips):
- Dimensions: every ownership category (private and company) and fuel type the table publishes, by trip purpose
(business, commuting and the others); - Years: survey years 2023 to 2025 at least.
Semantics to carry. Average annual mileage per car, as published. Keep the ownership, fuel-type and purpose categories
exactly as labelled.
Consumer.
- The published check of the household-paid petrol and diesel mix that Microcosm's LCFS stage will level separately.
- The business share of car mileage behind the OBR cars fuel-duty line, which Microcosm holds out of calibration until it
can model business use of cars.
4. DfT VEH0105: licensed vehicles by body type, fuel type and keepership
What the feed has. VEH1103 (veh1103_cars_fuel_type_2025): licensed cars by fuel type for the UK and GB, with no
keepership split.
Requested. VEH0105, "Licensed vehicles at the end of the quarter by body type, fuel type, keepership (private and
company)…", from the vehicle licensing statistics page
(https://www.gov.uk/government/statistical-data-sets/vehicle-licensing-statistics-data-tables):
- Body type: cars at least;
- Splits: every fuel type and both keepership categories;
- Geography: UK, GB, the nations and local authorities;
- Period: the end of each quarter of 2024 and 2025.
Semantics to carry.
- Counts of licensed vehicles at the quarter's end.
- The fuel-type labels as published: battery electric, fuel cell electric, plug-in hybrid, hybrid, petrol, diesel and any
others. - The local-authority vintage, as the table uses it.
Consumer. The zero-emission share of privately kept cars, which households hold, for the LCFS stage's fuel-buyer flag.
VEH1103 mixes in company cars, which skew battery-electric. By local authority later, for an area-conditioned draw.
5. Transport Scotland: Transport and Travel in Scotland, travel diary tables
What the feed has. Scottish bus journeys and receipts (BUS01 and BUS05 country rows; Transport Scotland's finance rows),
but no Scottish trip rate. So Microcosm uses England's NTS trip rate for Scottish residents.
Requested. The travel diary tables of "Transport and Travel in Scotland 2024" (Scottish Household Survey;
https://www.transport.gov.scot/publication/transport-and-travel-in-scotland-2024/), and the 2023 edition if it comes at no
cost:
- the number of journeys per person, the measure the tables publish (per adult per day, or per year);
- the share of journeys by main mode, with bus separate.
Semantics to carry. Adults 16 and over in private households, previous-day travel diary. The unit, per day or per year,
exactly as published.
Consumer. Scotland's own bus trip rate in the bus stage, in place of England's proxy.
6. DfI: Travel Survey for Northern Ireland, 2024 report tables
Requested. The tables of the Travel Survey for Northern Ireland 2024 report (Department for Infrastructure):
- average journeys per person per year by main mode, with public transport split by mode or operator (Ulsterbus, Metro,
other bus, NI Railways) where the tables publish it; - 2023 if it comes at no cost.
Semantics to carry. The survey's population and year as published. Public transport is a combined category in the
headline report; keep any split exactly as the tables give it.
Consumer. Northern Ireland's own bus trip rate in the bus stage, in place of England's proxy. Wales publishes no travel
diary, so it keeps England's rate as a declared proxy in Microcosm.
7. LHA lists of rents (England April 2025 list, and the second Welsh list)
What the feed has.
voa/shadow_list_of_rents_april_2026: England's April 2026 list, with weekly net rents from October 2024 to September 2025.welshgov/shadow_list_of_rents_2023: one Welsh workbook (Welsh Government ATISN 25142, released 6 October 2025), registered with a rent collection window of October 2022 to September 2023.
Both are raw-only registrations from #313.
Requested.
- The VOA's April 2025 list of rents for England (records October 2023 to September 2024).
- Rent Officers Wales' list for the following year, if published.
Raw-only registrations, like the existing two.
Consumer. The rents-by-BRMA-and-category table that Microcosm (PolicyEngine/microcosm#1262, in PolicyEngine/microcosm#1305) and uk-data
(PolicyEngine/policyengine-uk-data#521) would read in common, whichever rent design is agreed.
Not requested
- HMRC car fuel benefit statistics. About 40,000 recipients; immaterial to the business share.
- Land Registry corporate and overseas ownership. Waits on the high-value homes coverage decision, tracked on UK local surface, consumption and high-value homes: remaining items (consolidation) microcosm#1278.
- DESNZ QEP prices and the second-home and empty-dwelling counts. Already in the feed.
