Adds people.*, the router the admin dashboard's People area calls (PoliNetworkOrg/admin#97, PoliNetworkOrg/admin#100 at 9d0c60b3). All 61 procedures in the admin's people.api.server.ts exist with the same query/mutation kind.

What's in it

  • Data: new people_* tables (migration 0027). Records are JSONB, and a relational people_identities table enforces uniqueness of account, member number and Telegram id. Every mutation loads the state, changes it and saves the difference in one transaction under an advisory lock. That's simple and serializable at the association's size, but it won't scale to tens of thousands of records.
  • Permissions: admin scope plus people:* permissions from the IdP snapshot. Member-register data is separate from general People reads, and Leads only see their confirmed teams.
  • Receipts on eSign: issuing a paid fee creates a numbered receipt (numbers are never reused, even after voiding). receipts.prepareSignatures creates eSign requests with a fixed placement. people_receipt_requests links a receipt to its request permanently. eSign's signature commit re-checks People eligibility in the same transaction, so revoking people:receipts:sign before completion blocks the signature. The receipt is then completed atomically. Manual uploads (PAdES .pdf and CAdES .p7m) go through the same commit and cancel the agent's older job. eSign never emails receipts, and their requests can't be cancelled or deleted from eSign: void the receipt instead. The President's own receipt goes to the Vice-president.
  • Mail: a durable outbox drained by the cron (every minute) and right after the actions that queue mail. Sending is claimed before network I/O, and a message whose outcome is unknown after a crash is never resent automatically. It shows as failed and can be retried by hand.
  • Imports: CSV/XLSX census imports with size, row and zip limits, a preview, and a commit.

Where I diverged from or filled gaps in the contract

  • Officers, fee, IBAN and legal details come from backend env (PEOPLE_*), because the admin has no way to configure them and a browser shouldn't choose them. Receipts refuse to issue until these are set.
  • Reminders (census.remind, fees.remind) count sent only for mail that was actually delivered. A failed send releases the three-day cooldown.
  • merge-first (two-records review) is underspecified. The merge is conservative: it refuses two memberships, different Telegram ids, conflicting team fields or census answers, and merging away a configured officer. The removed record is archived in the resolved review.
  • Invites: the invite email links to /dashboard/account/me?peopleInvite=<token>, and the backend exposes people.me.acceptInvite, and the admin accepts the token from the emailed link. Tokens are hashed, expire after 14 days, and a new invite invalidates the old one.
  • Capo approvals (capo.approve) record the approval and mark it as awaiting bot confirmation. Nothing promotes the user in Telegram yet.

Tests

tests/people*.test.ts: authorization and projections, fees and receipts, outbox concurrency and crash recovery, imports, and router policy. With SEED_TEST_DB_PORT set, a real PostgreSQL run covers migrations, concurrent issuing, a real RSA/CIE signing job with permission revocation, the manual PAdES and CAdES paths, voiding, and merging duplicates.

🤖 Generated with Claude Code

Review follow-ups

  • Prevent duplicate census responses per normalized email, scope Team Lead visibility to active team members, validate IBAN country length and mod-97, normalize parser failures to BAD_REQUEST, and append later correction requests to open reviews.
  • Load Telegram users only for imports; use a single-pass admin-to-group index.
  • Use deterministic CIE certificate validity dates and retain a separate expired-certificate regression test.
  • Verified with bun run typecheck, bun run check, and bun run test (178 passed, 9 skipped).

Merge audit, 22 October 2026

Integrated backend #70 without losing its Azure directory operations. People and the Azure router now share member-write serialization and pending-number reservations. People refuses an occupied number or an unrelated same-name account; account creation supplies the normalized mailbox local part.

Census group removals are durable pending HR actions, visible as record discrepancies and in Activity. They clear only when Telegram group hydration confirms removal. Team changes apply immediately; the dashboard explains the pending Telegram step.

Validation: typecheck, Biome, server build and npm package build pass. The full suite with disposable PostgreSQL passes 294 tests, with 2 unrelated opt-in tests skipped. Regression tests cover occupied numbers, delayed Graph reads, same-name account protection and census-removal confirmation. Real Microsoft 365, SMTP and physical CIE hardware were not exercised.

Receipt issuance still requires the documented PEOPLE_* officer and legal configuration. The implementation and tests support admin #97 and #100; invite acceptance is implemented in those branches.

Implements the 61 procedures the admin dashboard's People area calls
(admin PRs #97 and #100): persons, members, admins, teams, census
campaigns and imports, account linking and invites, Capo Admin, the
personal area, fee renewals and signed receipts.

Receipt signing goes through the existing eSign service: each receipt
keeps a persistent association with its signing request, the signature
commit re-checks People eligibility in the same transaction, and the
receipt is completed atomically with the signature. Mail goes through
a durable outbox that never resends a message whose outcome is unknown.

Admitting a member creates a real Microsoft 365 account before the People transaction commits. If the commit fails afterwards, retries for that person are rejected with conflicts and IT must clean up the orphaned account manually. Make provisioning recoverable before merging, or explicitly accept the manual cleanup.

Avoid decrypting every Telegram user on each People read.

telegram() loads the full TG.users table and runs decryptUser on every row. listPeople, getPerson, getCapoArea and handleJoinRequest call it on each request, but they use only groups. Only importPreview and importCommit read users. The admins.filter call inside groups.map also costs O(groups × admins). Split the function into telegramGroups() and telegramUsers(), or decrypt users only for the usernames in the import. Group admins by groupId in one pass.

viganogabriele added a commit to PoliNetworkOrg/admin that referenced this pull request Oct 18, 2026
Checked against PoliNetworkOrg/backend#83:

- Send kept census groups by chat ID (titles aren't unique) and encode
campaign IDs in links, since the backend uses the academic year.
- Accept invite links: My area reads `peopleInvite` and calls
  `people.me.acceptInvite`.
- A census answer is final: the backend refuses a second one and ends
roles at once, so drop "Change answer" and say so in the copy.
- Ending a Capo Admin's admin role needs `people:appoint`; suspending or
ending a membership needs a reason.
- Reminder toasts report unsent reminders without guessing the cause;
Capo approvals no longer claim the Telegram promotion happened.

Checked against PoliNetworkOrg/backend#83:

- Admitting with the fee paid issues a receipt, so the fee choice needs
`people:fees:write`; without it the member is admitted with the fee due.
- A transfer receipt under review can't be replaced; drop Replace file.
- Fee reminders report unsent ones and no longer promise bank details.
- Signed uploads respect the backend's 50 MB batch and 200-character
name limits; a partial send no longer blames email for every failure.
- Signatures: name the `people_invalidated` event, accept a `.p7m` as
the signed upload of a receipt request, and hide the Delivery card,
  as People emails the receipt.
- Docs describe the implemented bridge, receipt request visibility and
  the refused delivery retry.

toto04 force-pushed the main branch 2 times, most recently from e989be7 to 43854c5 Compare October 21, 2026 19:43
Conflict resolutions:
- drizzle: main took 0026 (freshman_content). Dropped the PR's
  0026_people.sql + snapshot, took main's journal/snapshots and
regenerated the identical schema as 0027_people.
- esign/service.ts: combined main's lostAccess/assertInProgress/inbox
filter with the PR's receipt checks. canView is async on this branch
(receipt visibility callback), so list() and main's new managersOf()
  now await it.
- azure/functions/emails.ts: kept main's EmailOptions (replyTo) and
added the PR's throwOnError/messageId to it.
- routers/index.ts: kept people router; dropped test router (removed
  on main in #88).
- azure directory: restored setMemberNumber (removed as dead in #88),
which people uses for member numbers.
- tests/people-postgres.fixture.ts: stub main's new Mailer.requestUpdate.
- bun.lock: main's lockfile + bun install.
Merge current main and retain the Microsoft 365 duplicate checks and directory API from #70. Supply the normalized local part required by the updated provisioning interface.
People admission and member-number changes bypassed the Azure duplicate guards and pending-write reservations. Share the serializer and reservations, reject numbers owned by unrelated accounts, and require the known Azure ID before reusing an account. Cover occupied numbers, stale Graph searches, and same-name accounts.

🗄️ Data Integrity & Integration | 🟠 Major | 🏗️ Heavy lift

Make Microsoft 365 provisioning recoverable when the People transaction rolls back.

createMember calls options.provisionMember inside the PostgreSQL transaction. That call creates a real Entra account and sends the welcome email. Only after it returns does the code save p.azureId and p.member. Some failures can happen after provisioning but before commit:

  • issue() can throw, for example from receiptPdf.
  • saveState can fail.
  • The commit itself can fail.

In each case the transaction rolls back and p.azureId stays null. The Entra account still exists with that employeeId, and the member already has the welcome email.

The retry then fails at a dead end. In provisionMember (src/people/azure-members.ts Lines 17-20), numberHolder finds the account, and prior.id !== person.azureId throws CONFLICT "Member number already belongs to a different Microsoft 365 account". A different number does not help either, because the findByMail check at Lines 26-27 throws "The Microsoft 365 address is already in use". After that, IT must clean up the account by hand before HR can admit the person.

setMemberNumber (Line 422) has the same ordering, but it recovers: a retry passes because holder.id === userId.

Use one of these fixes:

  • Commit the provisioning outcome first. Save azureId in its own transaction right after provisionMember returns. Then admit the member and issue the receipt in a second transaction.
  • Accept recovery by identity. In provisionMember, when person.azureId is null, accept a prior account whose mail equals the standard address for this person. Create a new account only when no such account exists.

Also send the welcome email only after the People commit succeeds.

Persist each deselected Telegram group as pending HR work, expose the pending action on the record, and clear it only when Telegram group hydration confirms removal. Preserve pending actions when duplicate records merge. Team membership changes still apply immediately.

Technical review completed across Standards and Spec with independent review rounds. No outstanding actionable findings. Integrated current main and #70. People writes now share Azure serialization and reservations, refuse occupied numbers and unrelated same-name accounts. Census removals are durable pending HR actions and clear on bot confirmation. Own pending-state projection preserves unrelated HR privacy. Validation: 294 tests passed with real disposable PostgreSQL, 2 unrelated opt-in tests skipped; typecheck, Biome, server build and npm package build pass. Live Microsoft 365, production SMTP and physical CIE hardware were outside this local validation. Administrative bypass of human approval is explicitly requested by the user.

Telegram › Capo Admin and Account › My area / Sign-in & security.
- Sections open by permission, admin:access, or a role on the person's own
record (Capo Admin, Team Lead); /dashboard redirects pages a user can't open.
- PeopleApi with an agent-mode implementation over the sample data and a
backend adapter that parses every response with the contract.
- Placeholder routes for every People page; pages land in the next phases.

* feat(people): add People overview and person record

Overview table with role, team, campus, account and census filters, and the
person record with its cards and activity. Adds Add person / Edit profile,
invite, revoke and unlink confirmations, Link account, HR notes and census
answers dialogs. On mobile the Overview cards show a labelled line of role
chips and the account status instead of bare column values.

* feat(people): add the member register

Status segments, fee filter, search and sort by number, name or admission
date. Add member, Change status and Change member number dialogs, and an
export that confirms before downloading the CSV. The person record gets the
Member card menu, and its "declared member" alert opens Add member in the
register with the person preselected. People dialogs now reload the page
before closing.

* feat(people): add the admins list and admin role actions

Admins table with Active / Former scope, campus and year filters and four
quick filters, columns that appear as the table widens and an Open in
Telegram row action. End admin role asks for a reason, and the Direttivo can
appoint, change or end a Capo Admin and set an admin's Capo Admin of
reference, from the list or the record's Admin card. FormDialog gains a
danger submit tone for destructive forms.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* feat(people): add teams, team pages and team membership actions

Teams index with one card per team and every active member in one table;
team pages with Active / Former, columns for the team's own fields and
contacts for readers and the team's Lead. Add to team, Edit team fields
and End membership from the lists and the person record, which also gets an
"Add role" menu. A Team Lead without people:read lands on their own team.
Adds the people.teams.candidates query so Leads can pick a person without
reading every record.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* feat(people): add census campaigns and the responses import wizard

Census list with a progress meter per campaign, and a campaign page with the
answer breakdown, segments and role filter, per-person and bulk reminders,
View answers and Close campaign. Import responses uploads the Forms export
and walks through Review, Duplicates, Telegram and Confirm, skipping steps
with nothing to settle; nothing is saved before the last step.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* feat(people): add the linking queue and pending invites

People › Linking lists the sign-ins the backend couldn't link (Dismiss, or
Resolve with the resolutions that fit each kind and a required reason) and
the pending invites with Resend and Revoke. The Needs review count streams
into the section panel like the open reports count.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* feat(people): add the Capo Admin page

Telegram › Capo Admin shows the groups of the signed-in Capo Admin's
course with the ones that have no admins flagged, the requests to join
them with Approve and Decline, and the admins of those groups with their
phone and Telegram and links to message them.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* feat(people): add My area for volunteers and members

Account › My area shows the signed-in person's census (pre-filled from last
year, with Confirm and I'm leaving), roles, people to contact, profile with
Request a correction, consents with Revoke and their team roster. A first
sign-in asks "Is this you?" with the matched record; a sign-in with no record
can ask to be added. The Sign-in & security page now uses its section title.

* docs(people): document the People area and finish the handoff notes

Adds People page notes to docs/design.md, a People paragraph to the README
and the People architecture line to the agent instructions, removes the
page placeholder now that every route is built, and records what is still
unverified in docs/people/plan.md.

* fix(people): resolve UI and access audit findings

Constrain table chips, use custom date pickers on every viewport and restore
calendar keyboard focus. Resolve the academic year centrally and read census
deadlines from campaign data.

Support all led teams and active rosters with scoped deep links. Gate People
behind explicit backend readiness, validate real calendar dates and stop
closed sample campaigns from accepting answers. Update the backend contract
and rollout documentation, add regression coverage and clear lint warnings.

* refactor(ui): restrict audit changes to dashboard visuals

Restore the original server configuration, authorization, route loaders and
People contract/data behavior, as requested. Keep custom date fields, table
chip constraints and calendar keyboard focus.

Fit the calendar to narrow screens and retain readable mobile navigation
labels. Reserve the device safe area below the bottom bar. Limit added tests
to calendar values used by the UI picker.

* fix(people): close the gaps from the PR security review

- Capo Admin approve/decline only reach requests in the caller's own scope.
- An unconfirmed or rejected match acts as a person with no record; confirmMatch
  refuses after a rejection.
- The member export neutralizes cells that spreadsheets would run as formulas.
- Ending a lead's team membership needs people:appoint, and the menus hide it.
- People procedures outside self-service need admin:access in the dashboard too.
- Input schemas bound team fields, import decisions, census lists, correction
fields and Telegram usernames; the forms validate usernames the same way.
- docs/people/contract.md lists these as backend rules, plus content checks for
  the census import.

* test: cover the People access fixes from the security review

Runs the agent-mode People API under Node and checks the rules bd21599 added:
only the group's Capo Admin reaches a join request, an unconfirmed match gets
none of the record's powers, ending a Lead role needs people:appoint, and the
member export keeps every cell as text. Each test fails on the code before
bd21599. endTeamMembership's comment now states the people:appoint rule.

* fix(people): keep member details behind people:members:read

Without people:members:read, people rows and records carry member: null and
only the new isMember flag; the viewer's own record keeps its details. The
person page shows a plain Member card in that case, Overview shows "Yes" in
place of the number, and the contract documents the rule.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(ui): keep record and alert actions off the text on phones

Below the shell breakpoint RecordHeader actions and InlineAlert actions take
their own line, so a 320px screen no longer squeezes the title, meta or
message into a narrow column. Team cards put the missing census answers on
their own line instead of wrapping mid-phrase.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): keep the import stepper on one line on phones

Below the shell breakpoint only the current step shows its label, so the five
steps no longer wrap onto a second line that starts with a connector.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(ui): stop narrow cards from breaking values and titles

- KeyValueList puts each key above its value in containers narrower than
352px, so emails and course names get the full card width on phones.
- SectionCard wraps its header action under the title instead of squeezing
  the title onto two lines.
- People rows move their badges and buttons under the text when both don't
fit, so titles like "Photo and video" no longer break word by word.
- The My area team roster marks the viewer with a muted "(you)" that stays
  out of the avatar initials.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): fit the member register filters on phones

Below the shell breakpoint the five member statuses become a Status menu
beside the fee filter, like the census Answer filter, instead of a segmented
control clipped mid-word. Admin cards say "No groups" rather than "0 groups".

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): wrap Capo Admin request buttons under the request on phones

The name and date keep at least 160px, so on narrow cards Decline and Approve
move to their own line instead of breaking the date over two lines.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): show the course under every name in team tables

Member emails now need people:members:read, so a Team Lead saw their own
Microsoft 365 address but the course for everyone else. Team tables show the
course for every row.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): stack the census card buttons on phones

Below the shell breakpoint Confirm, I'm leaving and Cancel stack full width
with Confirm on top, like dialog footers, instead of leaving Confirm alone on
a second line.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): enforce scoped access and bounded backend inputs

* refactor(people): align controls and navigation with readable actions

Move the general People UI cleanup out of the receipts layer. Reuse shared form controls, remove single-action menus and repeated record links, and load the register independently of volunteer records.

* fix(people): open the permitted account section from the rail

* fix(people): address the CodeRabbit review

- Capo Admin page matches groups by chat ID, not by repeatable titles.
- The census answers dialog loads only while open, so reopening retries.
- Census rows show "View answers" to readers on closed campaigns too;
reminders stay with writers on open ones. "1 person hasn't answered".
- Add member and Add to team ask before discarding a changed date or
  team fields.
- The census Telegram suggestion is hidden when the stored year is not a
known value, since the update resends the whole profile.
- The Account rail item opens the first visible Account section, and a
page an administrator can't open sends them to /dashboard directly.
- docs: contract procedure table matches the schemas; plan.md lists the
implemented modules and points to AGENTS.md.

* fix(people): reject invalid or repeated member admissions

* fix(people): align People with the backend people router

Checked against PoliNetworkOrg/backend#83:

- Send kept census groups by chat ID (titles aren't unique) and encode
campaign IDs in links, since the backend uses the academic year.
- Accept invite links: My area reads `peopleInvite` and calls
  `people.me.acceptInvite`.
- A census answer is final: the backend refuses a second one and ends
roles at once, so drop "Change answer" and say so in the copy.
- Ending a Capo Admin's admin role needs `people:appoint`; suspending or
ending a membership needs a reason.
- Reminder toasts report unsent reminders without guessing the cause;
Capo approvals no longer claim the Telegram promotion happened.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

* fix(people): validate invite tokens in agent mode and reactivate former members

- The fake resolves the invited record from the token, checks it is pending and
unexpired, and refuses a caller who already has a linked record. Links survive
a dev server restart and are printed when an invite is sent, so the invite flow
  can be previewed with AGENT_PERSON=none.
- A former member who declares membership in the census gets "Change status"
instead of "Add member", which the register refuses.
- Drop the Receipts check from the PR #97 verification notes: Receipts are not in
  this PR.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): hide former team members' contacts from Leads

- A Lead without people:read gets contacts only for the team's current
members in people.teams.list; documented under Backend rules, with a test.
- The contract's procedure table uses PersonRow, as the code does, and lists
  people.me.roles.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): restrict team lead contact visibility

* docs(people): complete procedure contract entries

* fix(people): show pending census group removals

* fix(people): give pending Telegram admin removals their own discrepancy kind

Pending census group removals used the needs-review kind, so the person page
offered "Open Linking" for them, and My area recognised them by matching the
message text. They are now `admin-removal`, which has no Linking action and is
checked by kind. A test covers it.

* docs(people): add People area handoff docs and prototype

Brief, settled decisions, backend contract and phased plan for the People area,
plus the prototype source as a structure and copy reference. The prototype is
excluded from format and lint checks.

* feat(people): add People permissions, restricted access and sample data

- New permissions: people:self, people:read, people:write, people:members:read,
  people:members:write, people:appoint.
- people:self alone admits a user to the dashboard; adminMiddleware now requires
admin:access explicitly so existing reads stay closed to them.
- People middlewares for each scope, and dev-only AGENT_PERMISSIONS and
AGENT_PERSON to preview restricted roles in agent mode.
- Typed people.* contract (zod) and the agent-mode sample data ported from the
  prototype.

* feat(people): add People navigation, routes and agent-mode API

- People service (Overview, Member register, Admins, Teams, Census, Linking),
Telegram › Capo Admin and Account › My area / Sign-in & security.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* feat(people): add the member register

Status segments, fee filter, search and sort by number, name or admission
date. Add member, Change status and Change member number dialogs, and an
export that confirms before downloading the CSV. The person record gets the
Member card menu, and its "declared member" alert opens Add member in the
register with the person preselected. People dialogs now reload the page
before closing.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

Teams index with one card per team and every active member in one table;
team pages with Active / Former, columns for the team's own fields and
contacts for readers and the team's Lead.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* feat(people): add the Capo Admin page

Telegram › Capo Admin shows the groups of the signed-in Capo Admin's
course with the ones that have no admins flagged, the requests to join
them with Approve and Decline, and the admins of those groups with their
phone and Telegram and links to message them.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* feat(people): add My area for volunteers and members

Account › My area shows the signed-in person's census (pre-filled from last
year, with Confirm and I'm leaving), roles, people to contact, profile with
Request a correction, consents with Revoke and their team roster. A first
sign-in asks "Is this you?" with the matched record; a sign-in with no record
can ask to be added. The Sign-in & security page now uses its section title.

Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

* fix(people): keep member details behind people:members:read

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): show the course under every name in team tables

Member emails now need people:members:read, so a Team Lead saw their own
Microsoft 365 address but the course for everyone else. Team tables show the
course for every row.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_01Ti91VKqKpduLAF376TunMn

* fix(people): stack the census card buttons on phones

Below the shell breakpoint Confirm, I'm leaving and Cancel stack full width
with Confirm on top, like dialog footers, instead of leaving Confirm alone on
a second line.

* fix(people): enforce scoped access and bounded backend inputs

* refactor(people): align controls and navigation with readable actions

Move the general People UI cleanup out of the receipts layer. Reuse shared form controls, remove single-action menus and repeated record links, and load the register independently of volunteer records.

known value, since the update resends the whole profile.

* feat(people): add fee renewals and signed receipts

Members upload their transfer receipt in My area; admins with
people:fees:write approve it, reject it with a reason, mark a fee paid by
hand and send reminders from the Member register or the record. Approval
issues a numbered receipt (2026/042) that the President downloads as a
ZIP, signs with the CIE app and uploads back in the new People › Receipts
section; files are matched by the number in their name, corrected by
hand, and emailed to the member. The President's own receipt goes to the
Vice-president. Receipts are never deleted, only voided.

The contract gains FeeDetail, Receipt, fees on the record, fee
instructions in My area, people.fees.*, people.receipts.* and two
people.me.* procedures, with the provisional permissions
people:fees:write and people:receipts:sign. Agent mode seeds fee years
and receipts and renders the Italian receipt PDF and the ZIP to sign.
docs/people/fees.md describes the flow, screens and PDF template.

* fix(people): replace native controls, odd menus and duplicated logic

Review fixes for the People area before the backend work.

Bugs:
- "Add role" no longer opens an empty menu; with one role it is a plain button.
- Row menus never start with a separator or hold a single item; the Teams menu
could open empty for a Team Lead without people:appoint.
- todayIso() used the UTC date, so dates defaulted to yesterday after midnight.
- The current census and fee year is derived from the date (1 September)
instead of a hardcoded "2026/27"; the record no longer prints a fixed deadline.
- Upload signed receipts said "Add other files" but replaced the list.
- "Signed " with no date in My area; Use @username could be sent twice.
- The fake stored an empty personal email as "" instead of null.

UI:
- Custom RadioCardGroup/RadioCard (Base UI) instead of native radio inputs.
- The receipt preview draws PDFs with pdf.js (loaded on demand) instead of an
iframe, which shows nothing on Android and one page on iOS.
- Hint instead of the native title attribute; FilePickerButton instead of a
  hand-written file input.
- ActionMenu: no action, one icon button, or a menu of two or more; menus no
longer repeat "Open record" on rows that already link to it.
- DateField, SelectField, FilterMenu and ToggleFilter move to the primitives;
guides and Microsoft 365 members use them too. The year select covers ten
  years instead of 1900 onwards.

Code:
- errorMessage wraps @/lib/errors and accepts any thrown value, removing
  ~33 instanceof ternaries; error copy follows "Couldn't {verb} {object}".
- useDialog/useDialogState and useOpenGeneration replace 23 manual key
counters; useLoaded and useFileDownload replace six load effects and three
  download handlers.
- Photo consent states, plurals and receipt notes use shared tables/helpers.

* feat(people): reuse eSign for receipt signing and retain manual uploads

Prepare fixed receipt signing requests through a validated People contract and reuse the existing CIE popup and job lifecycle. Keep ZIP download and signed-file upload as alternatives, and preserve all navigation counts and restricted People access.

The People backend, including durable receipt/request binding and completion, remains pending. Agent mode reports this requirement instead of inventing valid eSign requests.

* fix(esign): unify receipt previews and request provenance

Use the existing PDF viewer and signing flow for receipts, retain permission boundaries after rebasing, and identify system-owned receipt requests in Signatures. Document durable backend completion and verify PDF cancellation, contract validation and permission profiles.

- Reminder toasts report unsent reminders without guessing the cause;
Capo approvals no longer claim the Telegram promotion happened.

* fix(people): align fees and receipt signing with the backend

- Drop the Receipts check from the PR #97 verification notes: Receipts are not in
  this PR.

* fix(people): hide former team members' contacts from Leads

- A Lead without people:read gets contacts only for the team's current
members in people.teams.list; documented under Backend rules, with a test.
- The contract's procedure table uses PersonRow, as the code does, and lists
  people.me.roles.

* fix(people): restrict team lead contact visibility

* docs(people): complete procedure contract entries

* docs(people): restore agent-mode invite note

* fix(people): show pending census group removals

* fix(receipts): report a retry without claiming delivery

* fix(people): give pending Telegram admin removals their own discrepancy kind

Pending census group removals used the needs-review kind, so the person page
offered "Open Linking" for them, and My area recognised them by matching the
message text. They are now `admin-removal`, which has no Linking action and is
checked by kind. A test covers it.
