Summary

The privacy policy ("Conservazione dei dati") promises two things this backend did not do:

  • Sessions: expired sessions are deleted within 30 days after they expire.
  • Moderation records: kept for 24 months after expiry if the measure is temporary, until revocation if it is permanent.

This PR makes the backend do both.

Changes

Which moderation records are temporary or permanent

  • Temporary: a ban/mute/ban_all with an until. A kick counts as a temporary measure that ends the moment it is made.
  • Permanent: a measure with no until (permanent ban or mute, ban_all).
  • Telegram's 366-day limit: Telegram treats a restriction whose until_date is more than 366 days in the future as permanent. A record whose until is more than 366 days after its created_at is therefore treated as permanent: it is kept until revoked and deleted by the revocation, and the cron never deletes it on its until. Without this rule, such a record would be deleted 24 months after a date Telegram ignores, while the user is still restricted.

Daily cron (src/cron.ts, 04:23)

  • cleanSessions deletes auth_sessions rows whose expires_at is more than 30 days in the past (SESSIONS_RETENTION_DAYS).
  • cleanAuditLog deletes these tg_audit_log rows (24 months = MODERATION_RETENTION_MONTHS in src/constants.ts):
    • temporary measures whose until is more than 24 months in the past;
    • kicks made more than 24 months ago;
    • revocations (unban, unmute, unban_all) that lifted a temporary measure still in force, 24 months after they were made. They are kept as long as the measure they revoke;
    • all other revocations (those that lifted only permanent measures, or nothing in force) older than one day (ENDED_MODERATION_RETENTION_DAYS). The one-day buffer covers the bot's outbox retries: if a revocation's idempotency key disappeared while the bot was still retrying it, the retry would be inserted again and could lift a later measure.
  • Permanent measures are never deleted by the cron.
  • Both run in every environment, like cleanLinkCodes. cleanMessages is unchanged.

Revocations (tg.auditLog.record and legacy tg.auditLog.create)
When a revocation is inserted (not when it is a duplicate), the permanent records it lifts are deleted in the same transaction. Temporary records it lifts are not deleted; they stay until 24 months after their until.

Revocation Permanent records deleted (same target, stored before the revocation)
unban ban in the same group
unmute mute in the same group
unban_all ban_all, and ban in every group (the bot's unban_all unbans the target everywhere)

Matching uses id < revocation id, so a revocation never lifts a measure recorded after it. When the cron decides how long to keep a revocation, a temporary measure counts as lifted if it matches the same way and its until is after the revocation's created_at. The conditions live in src/utils/audit-log.ts.

How the data supports this: audit_log already stores until for timed bans and mutes. The bot sends until: null for permanent measures, kicks, revocations and ban_all. Revocations are stored as separate rows with the same target_id and group_id, and group_id is null for *_all. No schema change or migration was needed.

Effect on the bot: hasActiveBanAll in the telegram repo looks at the latest ban_all/unban_all entry. ban_all is always permanent, so unban_all deletes it and the revocation row goes after a day (unless it also lifted a temporary ban); then the check returns false, which matches the real state. /audit will list permanent measures in force, temporary measures until 24 months after they end, kicks from the last 24 months, revocations of temporary measures from the last 24 months, and other revocations from the last day.

Validation

  • bun run typecheck
  • bun run test (17 files passed, seed integration suite skipped without SEED_TEST_DB_PORT, as on main)
  • bun run biome ci .
  • bun run build
  • New tests: rendered SQL of both conditions (tests/audit-log-retention.test.ts), cron wiring (tests/cron-retention.test.ts), revocation and duplicate handling in tg.auditLog.record (tests/idp-router.test.ts)
  • Manual run of the first version against a disposable local PostgreSQL 18 container, with migrations applied, the cron functions and record called through appRouter. Results:
    • sessions expired 31 days ago were deleted; sessions expired 29 days ago and valid ones were kept;
    • unban in group -100 deleted only that group's ban, and a repeated key deleted nothing;
    • unban_all deleted ban_all and the other group's ban; another target's ban was untouched.
  • Manual run of the 24-month rule against a disposable local PostgreSQL 18 container, with migrations applied, calling cleanAuditLog and the revocation delete. All 29 cases matched:
    • deleted: a temporary ban that ended 25 months ago, a kick from 25 months ago, an unmute of a temporary mute from 25 months ago, revocations from 3 days ago that lifted a permanent ban, a temporary ban that had already expired, or a ban in another group;
    • kept: a temporary ban that ended 19 months ago, an active temporary mute, a 30-month-old permanent ban and ban_all, a 400-day ban that "ended" 27 months ago, a kick from 2 days ago, an unmute and an unban_all from 3 days ago that lifted temporary measures in force (and those measures), an unban from 12 hours ago;
    • on revocation: unban deleted the permanent ban and the 400-day ban, kept the temporary ban and the other group's ban; unban_all deleted ban_all and a permanent ban in another group, kept a temporary ban.

After merge

  • No migration and no one-off command. The first nightly run after deploy deletes the backlog: sessions expired more than 30 days ago, temporary measures that ended more than 24 months ago, kicks older than 24 months, and revocations past their retention.
  • Permanent measures revoked before this deploy keep their rows, because their revocation was recorded without deleting anything. To delete them once, run a query that deletes each permanent ban/mute/ban_all followed by a matching unban/unmute/unban_all with a higher id. It must be reviewed and run manually; it is not part of this PR.

Open questions

  1. Revocations of permanent measures are deleted after one day. The policy only states periods for measures. A revocation of a temporary measure is kept like the measure (24 months); a revocation of a permanent measure goes with the measure it deleted, after the one-day retry buffer. If the association wants a longer history of such revocations, the policy needs a stated period.
  2. Delivery order. If the bot's outbox delivers an unban before the ban it revokes (possible after an outage), a permanent ban is not deleted and stays until it is revoked again. Fixing this would need the action time from the bot, which is a schema and API change.
  3. Telegram "forever" restrictions. Records with until more than 366 days after created_at are treated as permanent (see above). created_at is when the backend stored the record, not when the bot applied the restriction, so a record delivered late by the outbox is classified against a slightly later start. This only matters for durations within a few days of 366.
  4. Out of scope, noted: auth_verifications (login OTPs tied to an email) has no cleanup either.

The privacy policy keeps expired sessions for at most 30 days after expiry,
and moderation records only while the measure is in force.

- daily cron deletes auth sessions expired more than 30 days ago
- daily cron deletes temporary bans/mutes past `until`, and kicks and
  revocations (unban, unmute, unban_all) older than one day
- recording a revocation deletes the earlier records it lifts, in the same
  transaction: unban -> bans in that group, unmute -> mutes in that group,
  unban_all -> ban_all and bans in every group

Walkthrough

The changes add transactional deletion of measures matched by moderation revocations and scheduled cleanup for expired sessions and ended audit records. Retention periods are set to 30 days for sessions and one day for kicks and revocations.

Changes

Audit and session retention

Layer / File(s) Summary
Match and remove revoked measures
src/utils/audit-log.ts, src/routers/tg/audit-log.ts, tests/audit-log-retention.test.ts, tests/idp-router.test.ts
revokedMeasures matches prior measures for unban, unmute, and unban-all records. The audit mutations insert revocation records and delete matching measures in a transaction. Tests cover matching rules, deletion, and idempotent revocations.
Define retention criteria
src/constants.ts, src/utils/audit-log.ts, tests/audit-log-retention.test.ts
Retention constants specify 30 days for sessions and one day for kicks and revocations. endedMeasures selects expired bans and mutes, plus kicks and revocations older than the cutoff. SQL-rendering tests cover these filters.
Run scheduled cleanup
src/cron.ts, tests/cron-retention.test.ts, tests/cron-link-cleanup.test.ts
cron() now runs session and audit-log cleanup after existing cleanup tasks. The cleanup functions delete records matching their expiry criteria, log deletion counts, and catch and log errors. Tests check deletion targets and filters.

Expired temporary global-ban records can remain stored beyond the intended retention period. Add them to the cleanup predicate before merging, or explicitly accept this bounded gap.

Comment thread src/utils/audit-log.ts
…piry

The privacy policy now keeps moderation records 24 months after expiry if
temporary, until revocation if permanent.

- temporary bans/mutes are deleted 24 months after `until`, not at `until`;
  a revocation no longer deletes them
- kicks end at once, so they are deleted 24 months after they are made
- a measure without `until`, or whose `until` is more than 366 days after it
  was made (Telegram treats those as forever), is permanent: kept until
  revoked and deleted by its revocation, as before
- a revocation that lifted a temporary measure still in force is kept 24
  months after it is made; other revocations are still deleted after a day
- `MODERATION_RETENTION_MONTHS` holds the 24 months

- src/routers/tg/audit-log.ts: main removed the legacy `create` procedure
  (legacyProcedure, #88), so the PR's revocation handling in it is dropped;
  the transactional revokedMeasures delete in `record` is kept.
- tests/idp-router.test.ts: keep both the PR's `deleted` tracker and
  main's `wheres` tracker in the DB mock.
- cleanSessions unchanged: auth.sessions (better-auth) still exists on main.
