- Line 36: Update the thumb styling at the 12px width declaration to keep its
narrow visual appearance while expanding its draggable hit area to at least
36px; ensure presses within that expanded area initiate dragging rather than
jumping the scroll position.

Observe every content child that can change the scroll height.
When DashboardFrame renders SectionPills, <main> is the viewport’s second child. If <main> grows without a DOM mutation, the observer on the first child does not update the thumb. Observe each direct content child, including children added later, so the thumb stays in sync with the page.

Increase the thumb’s pointer target.
When users try to drag, only the 4px thumb starts a drag; a press elsewhere on the 12px track jumps the scroll position. This makes precise dragging difficult, particularly on touch screens. Keep the narrow visual design, but give the thumb a larger draggable hit area. The design guidance also calls for hit areas of at least 36px. W3C distinguishes author-created scroll controls from unmodified browser controls when assessing target size. (w3.org)

Increase the resting thumb contrast.
In the light palette, --pn-line-strong is a dark color at only 18% opacity against a light surface. The resulting thumb is difficult to distinguish, while the native scrollbar is hidden. Use a resting thumb color with sufficient contrast against the adjacent surface; the hover color alone does not identify the control before interaction. WCAG 2.1 sets a 3:1 contrast threshold for visual information needed to identify a custom UI component. (w3.org)

Technical review completed across Standards and Spec with independent review rounds. No outstanding actionable findings. Verified scrollbar keyboard Home/End/PageDown, track clicks, pointer dragging, command palette and 320px layout in Chromium. Native controls remain on unconverted and horizontal scroll regions. Validation: check, typecheck, test and production build pass on the integrated branch. Live Microsoft 365, production SMTP and physical CIE hardware were outside this local validation. Administrative bypass of human approval is explicitly requested by the user.

Integrated after #97 and #100. Native scrollbar hiding now applies only to converted viewports; unconverted regions and zoomed PDF horizontal scrolling retain native controls. Full check, typecheck, 204 tests and production build pass on the integrated branch, with 3 optional integrations skipped. Browser verification covers keyboard Home/End/PageDown, track clicks, dragging, the command palette and narrow layouts. Both independent review axes approved the scrollbar correction.
