Description

The WCAG 2.2 AA check is a custom Playwright + axe-core test (__tests__/a11y.test.mjs) with its own static file server, browser install step, and two devDependencies. Replace it with lowlysre/pa11y-ci-action so the page list lives in a .pa11yci.json config and the CI job reports through the action's job summary.

Acceptance criteria:

• The Accessibility (WCAG 2.1 AA) CI job still scans the same 7 pages (homepage, docs, getting-data, guides, examples, blog, community).

• The job fails when a page has accessibility issues.

• playwright and @axe-core/playwright are no longer dependencies.

• pa11y-ci's axe runner covers WCAG 2.1 AA, not 2.2, so the replacement check is scoped to 2.1 AA.
