chore(release): bump version to 2.0.0-b9

Bumps OWNd.__version__ to 2.0.0-b9 (PyPI: 2.0.0b9) so MyHOME 2.0.0b14 can pin it. Master is 50 commits past v2.0.0-b8; MyHOME already relies on some of them (OWNHeatingEvent.zone_state from the DIM 7 work is read in climate.py), so pinning b8 would silently lose that behaviour.

What b9 ships since b8

Heating (WHO 4)

• Parse dimension 7 zone state, log dimension 5 and the #7 write echo (MyHOME#429); zone_* only set with the zone_state type; write echoes stay typeless.
• WHERE 0#N is actuator N of zone 0, not zone N.

Sound (WHO 16)

• Status request, routing events and stricter select_source; routing address kept as OWNSoundEvent.zone; two-digit amplifier address enforced; sound matrix routing by environment.

Profiles

• MH200 gets its own profile with WHO 16; WHO 16 enabled on the MH200N profile; WHO_SOUND preserved on GenericGatewayProfile for startup discovery; README profile table generated from the profile fields.

Message parsing

• Lighting WHATs outside the WHO 1 table are "unknown lighting WHAT", not faults; motion frames have is_on = None; shutter levels outside 0-100 are unknown.
• CEN builders, volume down and shutter level 255 aligned with the Encyclopedia.

Connection

• A status request the gateway NACKed is not retried; NACK retries and routine event-connection loss log at DEBUG; the burst warning reports the real drop span and works on hosts with < 1 h uptime.

Tests / docs

• Golden fixtures: WHO 2 automation, scope and group-scope frames (MH201), WHO 4 DIM 7/5 captures; provenance and privacy checks.
• Relicensed under Apache-2.0.

Checks

On this branch: ruff check OWNd tests setup.py clean, mypy OWNd clean, pytest 844 passed / 1 skipped. tests/test_metadata.py passes on a fresh pip install ".[test]"; it only fails against a stale editable install, which is not what release.yml uses.

After merge

Publish a v2.0.0-b9 pre-release on GitHub; release.yml validates and uploads to PyPI via trusted publishing (same as b8).

@fedem95 could you please approve this release PR when you get a moment? It is the only thing blocking OWNd 2.0.0-b9 from being published to PyPI, and the MyHOME 2.0.0b14 release PR (OpenWebNet-HA/MyHOME#442) pins OWNd==2.0.0b9, so all of its CI currently fails with "No matching distribution found for OWNd==2.0.0b9". Once this is merged and b9 is on PyPI I will re-run the MyHOME checks. Thanks!

Checked: the bump normalizes to 2.0.0b9 (prerelease, above b8) and setup.py reads it from __init__.py, so nothing else needs changing. A clean pip install ".[test]" installs 2.0.0b9 and runs 845 passed, test_metadata included. Every PR in the notes is on master since v2.0.0-b8, and the relicense has consent from all contributors whose code remains. CI 8/8.
