Fix: Features and fixes needed for OCL API + CIEL Lab Concept Manager integration

In order to fully integrate CIEL Lab with OCL API with granular edit capabilities, some changes need to be made:

• fix: validate locale with self repo locales as reference oclapi2#813
• fix(concepts): clone correct label list attribute oclapi2#814
