[Bug]: release-signed-artifacts overwrites the GoReleaser release body and name #25

Describe the bug

When build-publish-container-goreleaser.yml and release-signed-artifacts.yml run
against the same tag, both write the same GitHub Release. GoReleaser creates it with
generated notes; softprops/action-gh-release then resolves it by tag and, without
append_body, replaces body and overrides name. The changelog is lost and the name
becomes Release <tag>.

Steps to reproduce

Run any release workflow created from those in this repo starting from v3.5
