[arm 2, items 46-55] What's New dismiss click gets record_written from effect mining, so the canary refuses #1377

Open

Description

@abrichr

Arm 2 (compile_agent), silent-saves fault set 1.1.0 on MockMed, items 46-55 (the What's New block).

Under MockMed's notice change, a What's New screen replaces the task list until the user clicks "Continue to tasks". Effect mining then attaches record_written to that dismiss click as well as to the save. Every recording in the block compiled to:

step_000 click 'Continue to tasks' effect: record_written
...
step_006 click 'Save Encounter' effect: record_written

The canary then refuses: "no canary ran: a write step lacks an independent read-back: step_000: record_written is placeholder". No program was admitted in the block, so the agent recorded every one of items 46-55 (10 paid recordings instead of 1).

Evidence (branch bench/silent-saves-change, stacked on #1352):

  • admission records item-047 to item-056: each refuses with the message above. Admission runs at the start of the next item, so item N's file is the recording from item N-1.
  • items.csv, items 46-55: [recorded by the agent: ...] on every row

Expected: a navigation-only click that writes nothing (the store is unchanged across it) gets no record_written effect; only the save does.
