Adds the Corsair Galleon 100 SD device plugin to the Device support section. The keyboard's built-in Stream Deck module uses Corsair's USB vendor ID, so OpenDeck doesn't find it without a plugin.

This PR also changes validate_submission.py. The repository URL shanelord01/... sorts last in the Device section, and validate_order compares a changed entry with the entry after it even when that entry starts the next section (here 5e/streamdeck-hwinfo-plugin). Section starts are where the URL order resets, so the next entry always sorts lower and any submission that belongs at the end of a section fails. The fix is one line: only compare with the next entry when it is in the same section. It's in its own commit (ci: allow submissions at the end of a catalogue section) so it can be reviewed or dropped separately. Because the workflow runs the PR's copy of the script, the check on this PR uses the fixed version.

Local run of the fixed validator on this branch: Validated 1 plugin catalogue entry.

MAy I ask why a Device Plugin and why not directly in OpenDeck? Its an Elgato Device afterall and I believe the Upstream support was also merged recently so Only the UI changes are needed to support it.

Fair enough - I will rework some of my changes into the upstream support as it missed some things, then build off PR #359 for layout support in OpenDeck.
