Explorer toolbar does not disappear

Describe the bug

Everytime I open windows explorer, the toolbar appears, even though I close it everytime.

Area of issue

Windows Explorer

To reproduce

Install openshell, then on opening windows explorer it is not possible to make the toolbar disappear permanently.

Expected behavior

After the first time of closing the toolbar, it would not open on subsequent attempts to open windows explorer
