Merges PR #8 ci-workflow into master. Includes: - GitHub Actions CI workflow with lint + test + format-check jobs - ruff.toml linter configuration (pyflakes, pycodestyle, isort) - 27 pytest unit tests for gateway API - Auto-fixed 7 lint issues + 3 import ordering + formatting fixes - CI status badge in README - Updated AUDIT_REPORT.md (Revision 5)

The cloakbrowser service referenced docker/Dockerfile.cloak which was never committed, causing 'docker compose build' to fail. Commented out (it is marked Optional). Core stack now builds. Re-enable once the Dockerfile is added (see FIXES.md).
