Fix fixtures so blocked dependency tests pass

In this fixture, dependency is still an active task with no declared dependencies and an earlier due date than ready, so the recommender will include it as an unblocked candidate and select Dependency, not Ready Task. The same setup also means the later “all active tasks are blocked” case is not actually all blocked. With dependencies installed, these new tests fail rather than validating the dependency-aware behavior.
