fix(cli): reject a value flag whose value is missing or another flag - #1466
Carries @alex-powell's fix from #1382 onto current main, with his commit and authorship unchanged. #1382 has conflicted with main since #1393 landed, and #1392, #1417 and #1431 are queued behind it, so I resolved the conflict here to get the chain moving.
--offline-db, --cache-dir, --osv-url, --audit-log (scan and overrides) and --rule read the next argument without checking it, so a flag given without its value swallowed the following flag: cve-lite . --audit-log --json wrote the audit log to a file called --json, and cve-lite . --cache-dir --offline created a --offline directory and dropped offline mode. A shared requireFlagValue helper now rejects a missing, empty or flag-shaped value with <flag> requires a <noun> argument.
The only conflict was #1393's --fail-on parser landing at the same spot as the new helper. Both are kept, unchanged.
--offline-db, --cache-dir, --osv-url, --audit-log and --rule read the next
argv token unconditionally, so "--audit-log --json" wrote the audit log to
a file named --json and dropped JSON output. Require a non-empty value that
does not start with - for the spaced and = forms.

Bug Fixes
Command-line options for audit logs, rules, offline databases, cache directories, and vulnerability data sources now report an argument error when their value is missing, empty, or begins with a hyphen.
These options continue to accept values provided either after the flag or with --flag=value syntax.
Value-taking flags in scan and overrides now reject missing, empty, or hyphen-prefixed values. Tests cover separate-token and --flag=value forms.
A shared helper rejects missing, empty, or hyphen-prefixed values. Scan and overrides parsing use it for the specified flags. Tests cover invalid values and successful parsing in both supported forms.
Issue 1430 reports the same missing-value behavior for --base, which this change does not modify.
Issue 1391 reports the same defect for --fail-on, --min-severity, --search-depth, and --batch-size, which this change does not modify.
Issue 1416 reports the same defect for --ca-cert in advisories sync, which this change does not modify.

Explanation
The description clearly explains what changed, why it changed, the affected flags, the parser behavior, the conflict resolution, and the linked issue. It does not use the exact ## What changed and why heading or Closes # wording, but it provides the required information in equivalent form.
Full details: Linked Issues check
Explanation
I read the whole-PR diff for src/cli/args.ts (merge base 33d2845 to head 163f9e7) and the new tests/cli/value-flag-args.test.ts. Together they cover the objectives from #1381.
Objective 1: value flags reject a missing, empty, or flag-shaped value. The new requireFlagValue helper throws when the value is undefined, empty, or starts with "-". Its message uses the form <flag> requires a <noun> argument, as #1381 asks.
Objective 2: the helper covers every flag the issue lists. On the scan path these are --offline-db, --cache-dir, --osv-url, and --audit-log. On the overrides path these are --audit-log and --rule. Each one uses the spaced form (argv[++i]) and the = form, so empty = values also fail.
Objective 3: parser tests cover each flag in both forms. The tests check a following flag, a missing value at the end of argv, an empty = value, and that valid values parse in both forms.
The issue text also says "path and value flags on the scan path" in general terms. Its root cause and fix direction name a specific flag list, and this PR covers that list. Several other scan value flags still use the pattern argv[++i] ?? default: --batch-size, --search-depth, and --min-severity. These are not in the enumerated list, so I do not count them as an unmet requirement here. --sbom, --incomplete-policy, --fail-on, --output, --base, and --ca-cert already validate their values.
Limit: I read the source and tests but did not run the test suite.
Full details: Out of Scope Changes check
Explanation
The PR changes two files: src/cli/args.ts (+19/-12) and tests/cli/value-flag-args.test.ts (+74). Every hunk in args.ts either adds the requireFlagValue helper or swaps an unchecked argv[++i] or flag=value read for a call to that helper. The affected flags are the ones named in #1381.
The #1393 --fail-on parser (parseFailOn) and the existing --output, --base, --ca-cert, and --sbom guards are unchanged, as the PR description states. The test file covers only the flags in the same change, so it supports the objective and does not add unrelated behavior.
I found no unrelated change in the diff.
Full details: Closes Keyword Matches Scope
Explanation
The body uses Fixes #1381, so the closing-keyword check applies. Issue #1381 asks the scan flags --offline-db, --cache-dir, --osv-url, and --audit-log, plus the overrides flags --audit-log and --rule, to reject missing, empty, or flag-shaped values in separate and --flag=value forms. The diff adds requireFlagValue and applies it to every listed flag and form. The added tests cover all listed flags, rejection cases, and valid values.
Full details: No New Runtime Dependency
Explanation
The pull request does not modify package.json. The dependencies and optionalDependencies sections are unchanged between the base and head refs, and no package moved from devDependencies to dependencies. The changed files are limited to src/cli/args.ts and tests/cli/value-flag-args.test.ts.
