docs(es): share ASVS 5.0.0 translation progress

This Pull Request relates to issue #3238.

Summary

Share the ongoing Spanish translation of ASVS 5.0.0 for early feedback and coordination. This is a draft, not a completed translation or a request to merge.

• Based on OWASP/ASVS:v5.0.0; changes are limited to 5.0/es/. The English reference is unchanged.
• Spanish drafts are complete for the introductory documents (0x02–0x05), V1, V2 and V5 (File Handling). The introductory documents, V1 and V2 have had a review pass against the English source; V5 is fully translated but has not been proofread yet. V3 is translated through section 3.2.
• Requirement descriptions from V3.3 onward, V4, V6–V17 and the appendices still need translation. Some headings and introductory text have already been translated.

Recent changes (since bf8a3824)

• 0e3d499a reviews 0x03 and 0x04 against the English source: fixes false friends and grammar, normalizes level labels (L1/L2/L3) and percentage formatting, and replaces repeated uses of "prescriptivo" with plainer wording that conveys the ASVS is guidance rather than a rigid rule.
• 3cd4bbf7 completes the remaining untranslated lines of the V5 File Handling chapter and verifies it against the English source. A proofreading pass is still pending.
• 0d9f364c reviews 0x05 (changes from 4.x) with the same criteria, and aligns level references across 0x04, V2, V3 and V5.

The diff contains 28 files and 2,422 added lines because it includes the initial English scaffolding. This does not represent 28 completed translations.

Checks and remaining work

• validate_translation.py: requirement IDs and non-description columns match in every chapter. Blank-line structure still mismatches in V1, V3 and Appendix C; the validator stops with an IndexError on V16, which is still the untouched English scaffold.
• git diff --check reports an extra blank line at EOF in 0x00-Header.yaml:16 and trailing whitespace in 0x04-Assessment_and_Certification.md:39 and 0x05-For-Users-Of-4.0.md:62.
• Full translation review, remaining formatting corrections, link checks, and generated-document validation are still pending. No PDF/DOCX build was run.
