Closes #24 after live PR #3 acceptance. A trusted workflow_run updater binds one Dependabot go_modules PR, allows only go.mod/go.sum plus managed projections, updates to current main, builds GDS only from reviewed default-branch source, runs plan/apply/verify, and creates one atomic GitHub-signed commit through createCommitOnBranch for the exact managed files. It approves only action_required runs for the exact resulting SHA. Candidate code is never executed. actionlint and
go test ./...pass.
