docs(skills): codify Drakkars consumer routing

• refresh the consumer-adoption skill to the current 0.1.11 release
• codify ordinary, integration, untrusted, release, and Almaty priority classes
• codify the owner retry contract: transient/idempotent only, two retries, three total attempts, structured attempt logs
• regenerate the Claude skill mirror
