Closes #31. Extends the executable cache contract to schema v2: GitHub ref/write trust, exact-first key dimensions, persistent-runner residue policy, provider retention/rates, hosted/fleet equivalence, and real cold/warm telemetry. The validator fails closed on the complete shape and carries adversarial mutations for default-scope PR writes, implicit prefix fallback, trusted residue, cache-as-evidence, and synthetic load. Core and authenticated scheduled tiers pass.
