Adds the required release contract: VERSION/ledger, promotion-compatible exact CI evidence while preserving required
test, protected authorization, immutable attested publisher pinned to ci-workflows 0.1.8, and a no-bypass SemVer tag ruleset. Also advances CodeQL to 0.1.8. Module validation and actionlint pass.
