Adds an aggregate
Gatejob and the tracked no-bypass main ruleset contract.Gate requires both OS matrix tests and vulnerability scanning. The active ruleset requires signed commits, PRs, resolved threads and Gate, while blocking deletion/force-push. Merge and squash remain available.
Race/vet/staticcheck/build/fuzz/cold-compile and JSON checks pass locally. No live ruleset is created by this PR.
