sneaks in a change to the interplanetary transfer tests to not use shortway/longway in the lambert solve in the source SOI and to use the prograde/retrograde relative to the initial parking orbit. for some reason the NLP solver updates must have been sensitive to this, and i was thinking it would need to be fixed anyway, and it fixed a test that the 4.08 upgrade broke. the PSG kerbin tests are just sensitive to numerical noise, it didn't fundamentally change the solve there.
