📜 Fixed Constitution

Replace the stock constitution template with a project-independent artifact that delegates governance to root and nested AGENTS.md files. /speckit.constitution initializes that artifact once, preserves matching content, and blocks writes when drift is detected.

🔀 Local Governance

Reserve .specify/memory/constitution.local.md for explicitly requested Spec Kit additions or overrides. Local conflicts take precedence only within Spec Kit and must remain visible rather than silently replacing ordinary project rules.

✅ Deterministic Validation

Add temporary fixture repositories for nested scope, conflicts, absent sources, initialization, immutability, and plan-equivalent consumption. Extend the chezmoi nono profile with read access to the managed eza and Spec Kit paths required for source-to-target validation.
