Document BlockDownloadPolicy impact on site app catalogs

Summary

Add a note to the Set-SPOSite -BlockDownloadPolicy documentation describing its effect on site collection app catalog package uploads.

Observed behavior

With BlockDownloadPolicy enabled on a site that hosts a site collection app catalog:

• Uploading .sppkg packages reports App package is invalid.
• The package Product ID remains blank.
• The same packages validate successfully in app catalogs on sites where the policy isn't enabled.

The behavior was reproduced by enabling BlockDownloadPolicy on a separate test site. Disabling the policy allows package processing to complete.
