conformance-check.sh ignores the BRD-prefixed pointers and the not built/blocked statuses that brd-to-build-plan.md sanctions, then calls the ledger 'an index, not a ledger' #515
A Stage-4 single-file multi-BRD ledger written per skills/brd-to-build-plan.md (pointers F002/modules/0, status not built, one blocked (PD-04)): coverage-check.sh measures it clean (0 UNCLAIMED/PHANTOM/DOUBLE), but conformance-check.sh --module Module1 exits 2 'FAULT: nothing to measure ... has no ledger table rows — it is an index, not a ledger' because its awk keeps only rows whose pointer cell matches /^ *?\// ; and not built/blocked` would read UNKNOWN-STATUS (it knows built/partial/not-built/accepted/planned). review-module.sh additionally faults coverage 'the ledger names no reachable *.brd.json' because it needs a literal analysis/.../.brd.json path in the ledger text, which the generated ledger (BRD ids only) never carries.
Expected
conformance-check.sh and review-module.sh accept the ledger format that brd-to-build-plan.md produces (BRD-prefixed pointers, statuses not built and blocked, BRD ids without paths)
Actual
. Retest on master 96e3553: conformance-check.sh:218,222,403-406 and review-module.sh:437-455 unchanged
Workaround
Split the ledger one file per BRD under architecture/modules//coverage-ledger/.md with unprefixed /pointers, status not-built, and a BRD: analysis/knowledge-base/brd/<BRDID>.brd.json line (done for Module1 and Administration, 2026-10-21).
Fixed in #578 (squash a088b4e) for conformance-check: BRD-prefixed pointers are accepted, and not built / blocked (...) count as not built. The review-module.sh BRD-path lookup is on the roadmap: #579.
