This pull request updates the BitsAndBytesWheelUrl constant in both InstallWindowsRocmPackageCommandStep.cs and InvokeAiWindowsRocmProfile.cs to use a newer release supporting Python 3.12 and ROCm 7.15. Bitsandbytes WHL update to build compatible with 7.13 - 7.15 of ROCm. Keeping compatibility for future AMD ROCm Technical Preview fixed builds used by the Windows ROCm Helper as they update.
