Configurate currently requests the shared public Maven writer identity on every push, although publishing already runs only on lunar. Apply the same branch condition to Google Cloud authentication so other branches build without requesting writer credentials.

Merge this before the LunarClientTerraform change that restricts Configurate writer impersonation to refs/heads/lunar.

Validation: git diff --check; actionlint reports no new diagnostics compared with lunar (existing setup-java and shellcheck warnings remain). The branch CI build will exercise the path without Google authentication.
