Adds the optional remember/forget control to the existing contributor instructions in both Markdown and styled HTML. Only the public issue URL and selected project are stored locally after an explicit click; GitHub remains the shared record.
Validation: 19 companion tests and TypeScript checks passed. Live MCP issue retrieval succeeded on training#42. Browser storage interaction and assistive-technology acceptance remain unverified.
