build(release): prepare v1.0.2 packaging and consumers

Summary

• finalize the v1.0.2 changelog and comparison metadata;
• generate and validate development documentation for PRs and main, but publish stable GitHub Pages only from a matching v* release tag;
• make the installed pkg-config module relocatable and require TimeShield 2.0.x (minimum 2.0.0);
• validate pkg-config metadata, installed consumers, and clean source-archive consumers in Linux CI.

Validation

• local MinGW configure, build, install, and install-consumer smoke passed;
• generated log-it-cpp.pc declares time-shield >= 2.0.0, time-shield < 2.1.0;
• clean git archive configure/build/install and install-consumer smoke passed;
• workflow YAML parsed successfully;
• GitHub publish and package-consumer checks passed; the full CI matrix is tracked on this head.

The experimental exec_mx research PR is intentionally kept separate from this release preparation.
