Enable the optional compression backends in the Linux OTLP job so the CI suite executes all eight OTLP tests, including gzip and zstd runtime coverage.

Enable LOGIT_WITH_GZIP and LOGIT_WITH_ZSTD in the Linux OTLP workflow. This makes the existing otlp test filter execute all eight OTLP tests, including runtime gzip and zstd coverage.
