Completes the migration in #88 now that PublicationVerification v1 is implemented, tested and published in release-tool 0.9.0.
Removes the superseded Python App Store verifier, its composite action wrapper, and its unit tests. Publication verification now belongs to the reusable PHP release-tool contract and will be consumed by the final orchestration in #76 and documentation sync in #86.
