Implements #71 orchestration against the published release-tool v0.2.0. Replaces the transitional Python planner with the verified PHAR, exposes the ReleasePlan v1 inputs/outputs, uses full Git history for reachable-tag planning, and keeps the GitHub summary security-safe.
