Implements the reusable PHAR setup contract from #87 without release business logic. The action accepts an exact semantic version, downloads the PHAR and published SHA-256 from the same versioned release, fails closed on malformed/mismatched checksums, smoke-tests the PHAR, and exposes its path/version. Merge remains dependent on a tested release-tool release from #82.
