Summary
Avoid opening refresh PRs when the resolved upstream commit changes but the tracked file content does not.
This is the root cause behind #54.
The refresh still downloads the path resolved from the latest upstream commit and verifies its SHA-256. It only updates the immutable URL and stored hash when the content digest actually changes.
This keeps the pinned source stable when the file is unchanged and avoids noisy PRs that contain only commit-URL churn.
