Publishes the production
Prepare releaseworkflow in the organization catalog, retires the legacy direct-release template from the public catalog, aligns the release documentation with the two human gates, adds structural acceptance coverage, and keeps the workflow-sync template comments concise. The template composes the already-proven release preparation, post-merge and publication actions pinned to github-workflows v0.4.0; release policy remains in release-tool.
